Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these political entities, the study indicated.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their political views, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
