UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a latest study of local authorities, English councils are preparing to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in England stated that 60% of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a high proportion of councils attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and utilising savings to manage growing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England said its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Strains

This research of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of councils will have to increase local levies next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He added: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently further found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils said that council deficits will hit £4.4bn a year by 2029, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (IMD) covering English councils, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of challenges facing municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the last year, the study found.
